Minutes of the extraordinary meeting of 27th June 2024

Minutes of the extraordinary meeting of Minting and Gautby Parish Council held on the 27th of June at Manor Farm, Minting at 7.30pm.

Present:-   Cllr. E.B.Clark [EC] -chairman and acting clerk, L.Bury [LB] and J.Stuchfield [JS]

 

1]       Chairman’s welcome and apologies for absence.

                 Cllr. Bruntlett sent apologies citing work pressure.

2[      To confirm, or amend and sign the draft notes of the Annual Meeting of 29th of May 2024.

                  With no proposals for amendment, LB proposed that the draft notes be adopted as the true and correct minutes of the meeting of 29th of May, seconded by JS and resolved.  EC then signed the minutes.

3]       Finance.

           a]     To approve, adopt and sign the Annual Governance and Accountability Review [ A.G.A.R.]  comprising :-

                   1  The Notice of Exemption

                   2  The Annual Internal Audit Report

                   3  The Annual Governance Statement

                      4 The Accounting Statement

             LB proposed adoption, seconded by JS and resolved.  The Chairman and the RFO signed and dated the documents as necessary.

      b]    To approve the Notice of Public Rights.

              JS proposed approval, seconded by LB and resolved.

      c]    To approve and adopt the 2024 Auditor’s Report.

              LB proposed adoption, seconded by JS and resolved.   LB highlighted the auditor’s complimentary remarks regarding the council’s financial management.  EC assured the meeting that the auditor’s other remarks and recommendations would be acted upon as soon as possible.

      d]    To approve payments:-

                  1      Gallagher Insurance          £507.00

                  2       L.A.L.C.  – audit                 £180.00

             LB proposed approval, seconded by JS and resolved.

4]     Planning matters.

          The council discussed the repeat planning application  S/122/00853/24 .  Councillors expressed exasperation at the constant changing of proposals for this property.  With no evidence of a realistic agricultural business being created on such a small site, and therefore no grounds for an agricultural dwelling, the council agreed to repeat it’s previously expressed opposition.

         With no further business, the meeting closed at 7.50pm
