Draft notes of the meeting of Minting and Gautby Parish Council held on the 20th of January 2026 at Minting Village Hall at 7.00pm. To be confirmed at the next meeting
Present: - Cllrs E.B.Clark [EC] chairman and acting clerk, H.Padfield [HP], J.Padfield [JP], J. Stuchfield [J.St] W.Hughes [WH], L. Bury [LB] J. Saville [JS], A Cadman [AC], District Cllr W.Gray, County Cllr N. Oliver and 5 members of the public.
7.00 pm Public forum.
Question asked about results from the services location survey carried out on the Green, no results have been sent to Cllr Clark as of yet.
7.10 pm Formal council meeting.

Change of date for the Annual Parish Meeting from May 6th to May 7th.
[6] Reports from District/County Councillors, if any.
Cllr Gray gave a brief update about local services and issues: - ELDC Warm Spaces programme, ELDC Ambassador nominations, reminder for green waste renewal and Lincs digital services training. He also informed attendees that due to staffing issues 50 police officers have been moved to front line roles. Cllr Oliver was available for questions.
[7] Planning Matters
Planning appeal re. S/122/00592/24
Cllr Gray confirmed to the meeting that any objections/information that has been submitted to ELDC previously will be included in ELDC’s response to the appeal.
Therefore, the PC concluded that no further information would be added to the original PC objection.
[8] To approve, or not, renewal of L.A.L.C. membership and to discuss possible membership of LALC Training Scheme
After some discussion it was agreed to renew L.A.L.C. membership but to not join the L.A.L.C. training scheme. It was agreed that courses would be useful for newer members of the council but they would be paid for as and when.

[9] Finance
a) To approve payments: -
1. Nordic Playground Institute-safety check- £210
2. EKM Ltd – grass mowing £3141.60
3. N Power – kiosk electricity - £32.46

b) To review 2025-26 accounts to date and agree a Parish Precept for 2026-27
It was agreed to raise the Parish Precept by 2.5% - from £6100 to £6250

[10] Parish Maintenance:
a] flood warning system meeting
LB gave a report about the meeting at Minting Village Hall, which while not well attended was informative. Another monitor is to be placed on Pinfold Lane and AC asked about the possibility of a monitor in the beck between Brooke House and YNOT. LB agreed to enquire about this, AC to provide a ‘what3words’ address to LB.
b] Utility Survey
The survey to locate the position of the underground services on the culvert to The Green has been carried out by MCD [Southern] Ltd, but the results have not yet been made available.
c] Defibrillator maintenance
Some Defib’ components need to be replaced due to expiry dates, the cost of this will be decided at the next PC Meeting. Possible funding for this may be available from ELDC after the start of the new financial year.
d] Bridlepath bridge
Maintenance of the planking on the bridge not yet completed, it will be done when funds become available. LB raise concerns about the poor state of the bridge and the danger it poses to horse riders.
e] Road salt
The grit bin in Minting village has been refilled. *AC to check the grit bin in Gautby.

- A discussion at the next meeting if or not to go ahead with culvert works on the Green
- Ideas for a speaker for the Parish meeting?
- CERT update given by WH. Initial paper work has been completed but LCC has been slow to respond. AC to contact LCC re the possibility of a drone map of the water courses around Minting.
