Minutes of the meeting of 28th September 2021

 Minutes of the meeting of Minting and Gautby Parish Council held on 28th September 2021 at Minting Village Hall at 7.10pm.

Present:-  Cllr. E.B.Clark [EC] Chairman and acting Clerk, Cllrs. H.Padfield [HP], J.Padfield [JP], J.Stuchfield [JS], C.Bruntlett [CB] and District Cllr. W. Gray.

 

7.00pm   Public forum.    No members of the public were present.

 

7.10pm.  Formal Council meeting.

[1]     Chairman’s welcome and apologies for absence.

           There were no apologies for absence.

[2]     To accept the resignation of Cllr. Hughes.

          The Chairman announced with regret the resignation of Cllr. W.Hughes. Reasons given were frustration with some aspects of PC work, and particularly the apparent distain shown by ELDC Planning Dept towards the PC’s input regarding planning decisions. CB proposed the acceptance of Cllr. Hughes resignation, seconded by JS and resolved.  Members agreed that Cllr.Hughes active contribution to the PC would be greatly missed.

[3]     Declaration of interests.

          There were none.

[4]     To confirm, or amend, and sign the draft minutes of the meeting of 27th July 2021.

          No amendments were proposed. JP proposed adoption of the draft minutes as a true and correct record of the meeting, seconded by HP and resolved.   The Chairman duly signed the minutes.

 

[5]    Matters arising, and activity since the last meeting.

        [a]  The Chairman noted the decision of the previous meeting to write to  ELDC Planning Dept, making a formal complaint regarding that Dept’s apparent disregard of matters raised by the PC concerning the legal and regulatory aspects of Planning Application S/057/01007/21,  and to request transcripts of the internal notes of the reasons given to approve the application, under the Freedom of Information Act.

         No reply had been received from ELDC, despite the requirement of public bodies to respond to such requests within twenty days.   Dist. Cllr. Gray offered to enquire.

       [b]   The Gwenda Bell Memorial Gates to Minting churchyard had been officially dedicated at a small ceremony on the 19th August.   The PC had been warmly thanked for it’s major contribution to the project.

[6]    Correspondence  

          [a]     Came and Co.  -  change of name to Gallagher.

            [b]     Message from Gautby VH committee thanking the PC for the bulb planting grant.

            [c]     Enquiry from a resident concerning the Minting beck drain fence and gate.

            [d]     E-mail from Minting VH Classic Motor Show organising committee advising of their intention to hold an event in 2022.

[7]    Reports from District / County Councillors, if any.

        District Councillor William Gray reported on the progress of the Strategic Alliance between East Lindsey District Council, Boston Borough Council and South Holland District Council .

         Cllr. Gray also spoke of concerns within ELDC regarding the increased numbers of Covid cases amongst children, and precautions that may be needed over the coming winter.

[8]    Planning matters.

        Planning application S/122/01766/21 - erection of a garage at Minting House, Minting.  Councillors agreed that this proposal would be of minimal visual impact, given it’s location. There were no proposals to comment upon the application.

        Planning applications S/122/01988/21 [ erection of a house on land adjacent to Grundy’s Lane , Minting]  and S/122/01909/21 [ proposal to demolish and rebuild a house on Mill Lane, Minting] were discussed.   It was proposed to defer comment until after an extraordinary PC meeting in mid-October, to give time to assess local opinion

[9]   Matters raised by residents.

        [a]   Unsightly rubbish on a property on Silver Street, Minting.

          Cllr. Bruntlett mentioned complaints by residents regarding this property.  After discussion, councillors concluded that the resident’s extended family had the means to remove the rubbish, therefore it was not a matter for the PC.

         [b]    Cllr. Bruntlett advised that a resident had raised the question of the disused tennis court on the playing field being brought back into use, but had not pursued the matter as he was leaving the parish.  Councillors agreed that to maintain a decent tennis court was quite a commitment, and one that would need the active support of a number of residents.  No action was agreed, other than to assess local opinion on the matter.

[10]    Parish maintenance matters.

          [a]   To consider a quotation of £415.48 +VAT, from EKM Ltd, for the repair of the beck drain headwall fence and gate on Church Lane, Minting.

             JS proposed acceptance of the quotation, seconded by CB, and resolved.

           [b]  To consider an application for funding from Gautby Village Hall committee towards the cost of the external maintenance of Gautby VH, with an estimated cost of £610.00 for materials.  The work to be done by a voluntary community effort,

           Councillors agreed that Gautby VH was sorely in need of maintenance.   Acceptance of the application was propose by HP, seconded by JP and resolved.

           [c]   Defibrillator maintenance.

                   The Chairman advised that both defibrillators were in need of new battery chargers. These had been ordered, but with a lengthy delay in delivery expected.  However, both units should work properly until the new parts arrived.

          [d]    To discuss options for the replacement of Minting notice board.

                  Minting councillors agreed to consider what type of noticeboard would be suitable.   The matter to be agreed at the extraordinary meeting planned for October.
