Extraordinary Parish Council meeting of

 

Tuesday February 6th, 2018 at Gautby Village Hall at 7.30pm

 

Present:

Chairman Cllr. J Heselwood, Cllr. J Stuchfield, Cllr. G Bell, Cllr. E Brown and
Cllr. V Brown

1. Chairman’s remarks – Welcomed councillors.

 

2. Apologies for absence and reasons given

Apologies received and reasons for absence accepted from Cllrs Hibbert and Keys.  Cllr Padfield did not attend.

 

3. Declaration of Disclosable Pecuniary Interests

 

None.
 

4. To resolve to move into closed session in accordance with the public Bodies (admission to meetings) act 1960 due to the confidential nature of the business to be discussed in relation to the following matters:  Personnel and Complaints.

 

It was proposed by Cllr Stuchfield, seconded by Cllr Bell and agreed by all.

 

5.To discuss Personnel Matters

  1. It was proposed by Cllr Stuchfield, seconded by Cllr Bell and agreed by all to retain the services of P A & S Ltd for 3 months. 
  2. It was proposed by Cllr V Brown and seconded by Cllr Bell and agreed by all the Cllr Heselwood liaise with P A & S Ltd on behalf of the Council.
  3. It was agreed to seek further advice on how to pay the Clerk.

 

 

 

 

 

6.To Discuss 2 Complaints

  1. Discuss and agree a response to a complaint about Council, received Jan 12th, 2018
    1. It was proposed by Cllr J Stuchfield and seconded by Cllr E Brown and agreed by all that the complaint was not one of procedure or administration but of council policy and as previously stated the Parish Council has no power in Planning Matters – it is merely a consultee.  The Planning Authority will make the decision based on planning law and its own policies and the reply should state so.

 

  1. Discuss and agree a response to a complaint about a Councillor received Jan 12th, 2018
    1.  It was proposed by Cllr E Brown and seconded by Cllr G Bell and agreed by all that the councillor was acting in a personal capacity and this has nothing to do with the council and the reply should state so.

 

Chairman closed the meeting at 8:20pm.
